Those are governance architecture questions. And the literature from which the Dual-Core mandate derives its authority does not answer them.
McKinsey's organizational health research adds a dimension the transient advantage model leaves implicit. The finding that organizational health — the institutional capacity to execute reliably, develop talent, and sustain alignment across competing priorities — functions as a performance multiplier on whatever product strategy the firm pursues is not a cultural insight. It is a governance one. Organizational health is a material governance asset with measurable protective value that depreciates when subjected to unconstrained transformation velocity. The research establishes that this depreciation is real, measurable, and consequential. It is an accountability chain problem. Information pipelines that route through the management layer that produced the failure surface the failure on the management layer's terms and timeline.
